We also offer relocation support.The EIB, the European Union's bank, is seeking to recruit for its Group Information Systems Directorate (GIS), Business Technology Solutions Department (BTS), Application Engineering & Integration Division (AEI), Bespoke Lending Applications Unit (BLA), an Associate IT Software Engineer*This is a full-time position at grade 4 for which the EIB offers a permanent contract.internal benchmark Associate Officer IT ApplicationsPanel interviews are foreseen as from October/November 2026.PurposeYou will help shape and deliver the bespoke lending applications that support the EIB’s core business. Working at the intersection of software engineering, business needs and IT architecture, you will design robust, scalable solutions and coordinate the work of external development partners to ensure high-quality delivery aligned with the Bank’s standards.Operating NetworkThe Bespoke Lending Applications Unit covers a multitude of areas within the EIB, providing in-house developed systems to address the increasing needs of the organization. Among others, they cover counterparty operations, guarantee call management, mandate management, liquidity and cash management, advisory activities, issuance and monitoring of fixed-income securities, etc.The goal of this position is to equip the unit with solid software development knowledge in order to support different business initiatives and to design, overlook and contribute to the implementation of technical solutions, making use of techniques that follow the best industry standards.You will report directly to the Head of Unit and will work in close contact with the unit’s Project Managers and with the other IT units.You will propose and design technical solutions consistent with business requirements and the IT architecture, as well as supervise and coach the highly specialised external developers who are implementing the solutions.AccountabilitiesProvide input in the strategy and policy development process for the Bank's IT technology and infrastructure and contribute to development of policies for own areaAssess the impact of changes or the adding of components to the IT architectural landscape and advise relevant stakeholders on this matterImplement the necessary IT processes, procedures, standards, control systems, methodologies,processes and working tools with the aim of monitoring and actively improving the quality of information, solutions and systemsAct as a subject matter expert on technical aspects of projects and act as a change owner in order to introduce different approaches within the Bank's IT applications, and define IT project designs and architectures in the area of expertiseProvide technical leadership and coordinate the delivery & activities of assigned team members, constituted of mainly external staff but may include more junior internal staffReview analysis and proposed technical solutions prepared by more junior staff for consistency with business and functional requirements and IT plans in order to assess technical and business feasibilityProvide coaching and support to less experienced colleagues in order to increase their knowledge in the field of expertise, i.e. software solutions and bespoke banking applications, and to increase the efficiency and quality of the work activities carried out by the unitActively provide information, transfer knowledge and promote awareness and a sense of responsibility regarding compliance to relevant IT policies, procedures and work instructions to be followed by all EIB staffKeep up to date with literature, industry trends and developments and news reports with regard to own specialist field, including actively participating to relevant conferences, centres of knowledge and innovation activities.QualificationsUniversity degree (minimum an equivalent to a Bachelor) preferably in computer science or related disciplines At least 3 years of relevant IT professional experienceAt least 2-years of relevant experience as a Java developer, of which at least 1-year of experience in software architecture design with J2EE or Spring Boot frameworkExperience as a JavaScript developer with exposure with the React.js libraryKnowledge in designing both logical and physical database models particularly with Oracle databases or other databasesKnowledge on Kafka, data virtualisation, integration services would be a nice to haveIn depth knowledge of one or several of the following technologies would be an advantage: Spring Boot framework, JBoss EAP, Hibernate, and REST AOI design and implementation using JAX-RS or Spring.Knowledge of continuous integration and test automation tools (Azure DevOps, Sonar, Nexus, GitHub, Junit, Selenium, Wiremock, REST Assured) would be an advantage Hands-on experience in software development lifecycle, including the supervision of technical teams Experience in taking technical design decisions Experience in the banking, financing or insurance domain would be considered an advantageExcellent knowledge of English*** (Knowledge of other EU languages would be an advantage).CompetenciesFind Out More About EIB Core Behavioural Skills HereTo find out more about our eligibility criteria click here(***) Unless stated explicitly as a required qualification, a good command of French is not a pre-requisite for hire.
